The Extradition Review Team Debate - "The Future for UK Extradition"

The report of the independent panel appointed by the Home Secretary to review the UK’s extradition arrangements will shortly be published. Have your questions on the future of UK extradition answered by an expert panel which includes all three members of the Review team as well as leading experts, practitioners and academics. Topics for discussion include:

  • The US-UK Extradition Treaty
  • The operation of the European Arrest Warrant system
  • The power of the Secretary of State in extradition cases
  • The requirement to provide prima facie evidence
  • Forum as a bar to extradition

Panellists

  • Right Honourable Sir Scott Baker, former Court of Appeal Judge, England and Wales. He has presided over many appeals and judicial reviews in extradition cases.
  • David Perry QC, joint head of chambers at 6 King’s Bench Walk. A former Treasury Counsel, he has acted for requesting states and defended very high profile extradition cases.
  • Anand Doobay, consultant at Peters & Peters. He advises individuals and governments on extradition and mutual legal assistance, specialising in politically sensitive cases. He is the co-author of Jones and Doobay on Extradition and authors the extradition section in Blackstone’s Criminal Practice.
  • Professor Valsamis Mitsilegas, Professor of European Criminal Law and Director of the Criminal Justice Centre at Queen Mary, University of London. He regularly advises the UK government, EU institutions and international organisations on European criminal law issues. He is contributing a chapter on EU law for Blackstone’s Criminal Practice 2012.
  • Amy Jeffress, Department of Justice Attaché, US Embassy, London. Formerly a national security counsellor to the US Attorney General and Chief of the National Security Section of the US Attorney's Office.
  • Jago Russell, Chief Executive of Fair Trials International, a charity which defends the rights of those facing criminal charges outside their home country. He previously worked as a policy specialist at Liberty and as a legal specialist in the UK Parliament.
